Jesús Ramírez advises clients at Hiro Law on matters where Mexican government process, policy, and cross-border institutions shape transaction outcomes. His work supports nearshoring and cross-border corporate matters that require disciplined coordination with government stakeholders, regulatory and public-sector considerations, and time-sensitive execution across the United States and Mexico.
Jesús previously served as a federal congressman in Mexico and held senior roles in the Mexican government, including as General Director for Institutional Relations in the Office of the Chief of Staff to President Vicente Fox. He also advised the Corporate Director of Administration at Petróleos Mexicanos (PEMEX) on strategic matters and coordinated international relations for the Speaker of the Mexican Congress. He is admitted to practice in Mexico and is registered in Texas as a Foreign Legal Consultant. He attended Anáhuac University School of Law, the London School of Economics, and St. Mary's University School of Law.
